Why the need for Internet privacy laws on personal information?

I am writing a research paper on stronger laws for use of personal information on the Internet, but haven't been able to find much information. If anyone could give me a site that might prove to be helpful, please do so. Of course, please answer my question, too.

The Computer Crime and Intellectual Property Section (CCIPS) of the Criminal Division of the U.S. Department of Justice provides a website with articles and guides for law enforcement officers, parents, teachers, lawyers, victims of crimes, and citizens interested in combating computer and intellectual property crimes at http://www.cybercrime.gov. In addition, the ACLU provides a website dedicated to Privacy and Technology Issues at http://www.aclu.org/Privacy/PrivacyMain.cfm.
